Programming Rules

All people must treat each other, staff, and Board members with respect.

Programmers must

  • be residents of Albuquerque.  

    - Proof of residency consists of a local picture ID with an ABQ address & issue date of no less than six months.  

    -ABQ area residents live in the following zip codes:
    87102; 87104; 87100; 87106; 87107; 87108; 87109; 87111; 87112; 87113;  87114-18; 87119; 87120; 87121; 87122; 87123

  • be at least 18 years of age or have an Albuquerque adult resident sign the cablecast request.
  • be identified at the beginning and end of their programs.
  • run a disclaimer at the beginning of each program relinquishing Quote...Unquote, Channel 27 and Comcast Cable of any responsibility for their program.

Program Content

Programmers/Sponsors are liable for all program content.

  • Programming may not contain:
    • Advertising material to promote the sale of any product or service.
    • Advertising promoting candidates for public office.
    • Obscene or pornographic material.
    • Solicitation of funds.
    • Lottery or gambling information.
    • Material which is also being shown on any commercial broadcast or cable channel in the Albuquerque area, except PSA's and program promos.
  • Programming containing adult material must be identified and scheduled after 12 midnight.
  • Programming which is deemed "viewer discretionary" is required to display and read aloud a viewer advisory.
  • Programs may not contain any commercial content.
  • Nonprofit organizations may discuss fundraising efforts on Channel 27 but may not directly solicit funds on Channel 27.

Program Length

  • Programs will be 28 or 58 minutes long.
  • Programmers may schedule no more than 58 minutes per week.
  • Programmers may schedule no more than four 58 minute programs per month.

Privacy Policies

  • Viewers have the right to know who is programming a message on Channel 27.
  • Programmer records will be on file an available for public inspection at Channel 27.
  • Anyone refusing to have their records available for public inspection will not be able to cablecast on Channel 27.
  • Viewers have the right to respond to programming through a "counter message" or rebuttal.

Promoting your Show, Credits and PSAs

  • Programmers are responsible for promoting their message.
  • Underwriting credits may be given but must not exceed thirty seconds for programs up to 58 minutes long.
  • Scheduling of PSA's is at the discretion of Channel 27.

Distribution

  • Channel 27 will not distribute any programming without written permission from the producer/programmer.

Format

Channel 27 reserves the right to decline cablecast of any program not meeting acceptable technical standards.

  • Programs must be submitted for cablecast on DVD, miniDV, 1/2" VHS, 1/2" SVHS, or 3/4" videotape.

  • Programs will be 28 or 58 minutes long.

  • Programs must have color bars, 10 seconds of black or a countdown before their show begins.

  • Programmers must be identified at the very beginning and end of their programs.

  • Programmers must run a disclaimer at the beginning of each program relinquishing Quote...Unquote, Channel 27 and Comcast Cable of any responsibility for their program.

  • Programming which is deemed "viewer discretionary" is required to display and read aloud a viewer advisory
